To evolve Sliggoo into Goodra in Pokémon Legends: Z-A, you’ll need to level up Sliggoo to level 50 while it’s raining in battle or the overworld. The weather needs to be natural rain-not caused by moves like Rain Dance-for the evolution to trigger. Once the conditions are met, open your party menu and manually evolve Sliggoo into Goodra. Make sure to keep an eye on the weather, as rain cycles can be brief in the region’s dynamic ecosystem.
In order to evolve into Goodra, Sliggoo needs to be at least level 50 and the weather needs to be rainy. Once you meet these requirements, the usual glowing arrow will appear on the corner of Sliggoo’s portrait on your menu, noting that it’s ready to evolve.
Getting it to rain can be an annoying process, though. The only way we found that we could get it to rain was viafast-forwarding time at a bench quickly until the weather became rainy. Based on our experiences, there’s no way to really force it to rain in-game.
Where to find Goomy and Sliggoo spawn locations
Goomy and Sliggoo in Pokémon Legends: Z-A primarily spawn in specific locations during rainy weather conditions.
Goomy spawn locations include:

Sliggoo cannot be found naturally spawning; it is obtained by evolving Goomy at level 40.

To enter the Lumiose Sewers early in Pokémon Legends: Z-A after the first visit during Main Mission 19, you need to complete Side Mission 057 called “The Camerupt Entrepreneur.” This side mission becomes available in Bleu Sector 3, just west of Wild Zone 2 and south of Wild Zone 5.
Here is the step-by-step process to gain early access:

Go to Bleu Sector 3 and find a flight of stairs between two buildings on the east side.

Climb the stairs and at the top, take the path to the left, then proceed down to an NPC who offers Side Mission 057.

You will encounter purple sludge on the way, which can be cleared using Water-type moves.

After starting and progressing this side mission, the NPC moves away from a metal gate blocking access to the sewers.

You can then interact with the gate to enter the Lumiose Sewers.

This entrance becomes a permanent fast travel spot, allowing you to return anytime thereafter.
This method allows you to access the sewers again for exploration, Pokémon hunting (including Goomy), and completing related missions outside the main story sequence.
