Whispers of Wutai spies hide in plain sight across Midgar, waiting for SOLDIER’s sharpest eyes. This sidequest sends players through familiar streets and strange corners alike, each hiding a traitor whose cover story won’t hold up under Zack’s scrutiny.

A Shinra Soldier in Loveless Avenue will note that there are Wutai spies hiding out in Midgar and he’ll even give you a hint as to where to find the first one. Note that you have to talk to this NPC in order to start this sidequest. He will be standing around with an orange interaction marker. (We talked to the Shinra Soldier in Chapter 7, but it may be possible to do this sidequest earlier – we just weren’t able to confirm.)

Nabbing all six Wutai spies will also reward you with the achievement “Wutai’s Nemesis.” Each Wutai spy you catch will also unlock a mission and completing M4-3-6 will reward you with access to The Happy Turtle item shop.

You need to do this part of the game before Chapter 7 ends or else you will not be able to do it anymore. The game will warn you when you’re moving on, as it’ll tell you there’s no turning back when talking to Kunsel.

Below we list out where to find the six Wutai spies, in order. Note that you will need to talk to each spy several times before they break their disguise and run off.


Wutai spy #1 location

You can find the first Wutai spy standing near the fountain in the center of Midgar Sector 8. He’s disguised as an ordinary Shinra trooper talking to a passerby. Approach him and speak several times until his cover is blown, then report back to the Shinra soldier who gave you the mission to confirm his capture.

The first one is a man walking around in Loveless Avenue, in front of the guy with the truck. (The screenshot above is of the Shinra Soldier after he thanked us for nabbing the spy. The spy should be in approximately the same location.)


Wutai spy #2 location

The second Wutai spy hides near the fountain area in the Sector 8 Fountain Plaza. Speak with the man dressed in a Shinra trooper uniform who acts suspiciously among the civilians. After confronting him several times, he will reveal his true identity and flee, confirming him as the second spy.

The second Wutai spy is in the Sector 5 Slum Market, disguised as a Shinra infantryman. He’s just patrolling around the small market area.


Wutai spy #3 location

You can find the third Wutai spy near the entrance to Sector 5 Market, standing close to the store that sells accessories. He appears to be casually talking with passersby but behaves suspiciously when approached. Speak to him several times until he’s revealed as a spy, then he’ll attempt to run. Catching him successfully marks another spy captured for the mission.

In the Shinra building entrance area, there’s a man who will come out of the elevators upstairs. You may have to wait for him to come out, but he’ll note how confusing the Shinra building is. This is the third Wutai spy.


Wutai spy #4 location

You’ll find the fourth Wutai spy standing near the elevator in the Shinra Building’s Exhibit Room. He disguises himself as a SOLDIER 3rd Class examining the displays. Speak to him several times until he slips up and reveals his identity. After you expose him, he’ll flee, completing this part of the side quest and bringing you one step closer to identifying all seven spies.

The fourth spy is a woman in Sector 8. Go up the stairs by the fountain to see her talking to a man.


Wutai spy #5 location

The fifth Wutai spy is hiding in the Sector 5 Market near the large fountain. He’s the man wearing a blue outfit standing close to the entrance of the market area. Speak to him several times until he slips up during the conversation, which will reveal his identity and allow you to complete this part of the side quest.

The fifth Wutai spy is a man standing in front of the rocket ship in the Shinra building exhibition room. He’ll say something about being jealous of Cid before revealing himself as a spy.


Wutai spy #6 location

The sixth Wutai spy hides in the Sector 5 Slums, inside the church where Aerith tends her flowers. Climb the ladder on the right side after entering, then check the upper walkway near the back wall. He stands out in his distinctive uniform, ready for a quick dispatch once spotted.

What rewards do you get for catching all Wutai spies

Catching all six Wutai spies in Crisis Core: Final Fantasy VII Reunion provides key rewards tied to progression and completionism. These include the Walnut Wood item (used to upgrade Aerith’s flower cart for her sidequest), the “Wutai’s Nemesis” trophy/achievement, and unlocking Missions 4-3-1 through 4-3-6.

Mission Rewards

Each spy capture unlocks one mission in sequence, with their own rewards like SP, items, and Materia upon completion:

  • 4-3-1: Defeat Scout Units (basic SP/items).

  • 4-3-2: Obliterate Advance Elements.

  • 4-3-3: Foes in Wutai Base.

  • 4-3-4 through 4-3-6: Higher difficulty foes, culminating in access to The Happy Turtle shop (rare Materia).

Complete before Chapter 7 ends to avoid missing out.

Exact locations of all 6 Wutai spies in order

In Crisis Core: Final Fantasy VII Reunion, the six Wutai spies must be caught in sequence during Chapter 5 (after defeating Bahamut Fury and before leaving for Nibelheim in Chapter 7). Interact with each three times to expose them; a SOLDIER then hints at the next.

Spy 1

LOVELESS Avenue (Sector 8), northwest side near the blue truck/car. He’s a man in a green short-sleeved polo, white shirt, dark pants, and short black hair, wandering nervously.

Spy 2

Sector 5 Slums – Market, by the main gate near the shops. Disguised as a Shinra Trooper (blue uniform) patrolling aimlessly.

Spy 3

Shinra Building (HQ), first or second floor by the right/back elevators near the entrance (wait or re-enter if needed). Suited employee who comments on the building’s layout.

Spy 4

Sector 8 – Fountain, upstairs to the right outside the train station. Short-haired woman talking to a man.

Spy 5

Shinra Building – Exhibit Room, by the rocket or flying ship display. Bald-headed employee who envies Cid.

Spy 6

Sector 6 Slums – Park/Playground (from Sector 5 Market, exit to streets and through the hole in the wall on the right). Boy in white hoodie and camo baseball cap.
