Eevee can be found roaming peacefully in the grassy outskirts of Lumiose City, particularly near the park and residential zones where wild Pokémon gather. Trainers exploring during daylight hours have a better chance of encountering this elusive species. Since Eevee is known for its versatility and multiple evolutions, capturing one early can offer many strategic advantages for your team. Keep an eye out for subtle rustling in the grass or use items that increase spawn rates to improve your odds.

After the game’s lengthy opening tutorial hours, Pokémon Legends: Z-A finally begins to open up. You can stop following Taunie/Urbain around and instead explore Lumiose City at your leisure. But if your main goal in the opening hours is to beeline for an Eevee, we got you covered.

There are multiple places to find Eevee, but our favored spot to find an Eevee isn’t too far away from Hotel Z and Pokémon Research Lab, two locations you’ll become quite familiar with as you play. In between them is Wild Zone 1, and we’ll use that as our starting place.

Head left into the Bleu Sector. You’ll come upon a pond (the blue rectangles on the map) and should see the Nouveau Café truck, which will turn into a fast travel spot when you arrive at it. Facing the truck, you’ll see scaffolding to the left. Do some light platforming along the scaffolding to reach the rooftop, and you should see an Eevee. This Eevee seemingly only shows up during daytime and in clear weather.

The Eevee we found here was level 16, so it might pose a bit of a challenge if you haven’t leveled up your Pokémon or evolved your starter yet. However, if you crouch low and sneak up on the Eevee, try throwing a Poké Ball at its back – this will increase your odds of capturing it.

If you end up engaging in battle with Eevee, try to capture it before completely draining its health. While Pokémon can still hang around for a moment after their health is brought down to zero, catching them isn’t a guaranteed success. In this scenario, if the Eevee breaks out of the Poké Ball, it’ll instantly run away.

Once you catch this Eevee or knock it out, it’ll take a few minutes before it respawns in this location again.

The best early-game Eevee spawn to catch quickly in Pokémon Legends: Z-A is on the rooftop in Bleu Sector 7 of Lumiose City. This rooftop is located to the right of the Bleu Pokémon Center near Nouveau Cafe Truck No. 2. The route to reach it involves climbing scaffolding and several ladders, plus a dodge-roll across a small gap to access the rooftop. Eevee here usually appears around level 16-17 during daytime. It is a rare spawn and can disappear if you fail to catch it on the spot, so approaching cautiously and being ready with Ultra Balls improves your chances.

This rooftop spawn is the quickest and earliest accessible Eevee location without needing late-game progress or special area unlocks. Resting on nearby benches can advance time to refresh the spawn if Eevee isn’t present. Other early rooftop spawns appear later on in the game, but this Bleu Sector rooftop is the most reliable for early capture.

For convenience: use an encounter power or a sandwich to increase normal-type Pokémon spawn rates in this area and sneak up on Eevee to avoid scaring it off.

To reach this spot, you need to climb scaffolding on the north side of a building, then ascend several ladders. There is a small gap you must cross by dodge rolling to access another ladder that leads to the rooftop where Eevee can appear. Eevee here typically spawns during daytime around level 16-17. This location is considered the best early-game spawn for Eevee in Pokémon Legends: Z-A because it can be accessed early in the game and allows quick attempts to catch Eevee before it runs away.​
