You’ll find most potato bugs in the Veggie Garden region, especially in the central area west of the chard patch near the Hammer point of interest, where roughly nine to ten can spawn. A couple more appear around the greenhouse, with one to the east and another to the south beside some dirt bags, while an extra spawn waits along the western edge of the pumpkin patch among spiders and larvae.
