There’s a villa in the southwest corner of Reckless Railways. Look for the atrium in the center with the fountain. Facing north, there’s a bar in front of some stairs. Go past the bar and down the stairs to find a hallway that leads to the vault.
Grand Glacier (Montague) Weapon Mod Bench location
In the main lobby of the Grand Glacier, face the front desk and the main stairs. Head toward the stairs, but take a left before you get to them – there’s a door on the wall there. Take the hallway right and through the broken wall. The vault will be on your right.
Fencing Fields (Nisha) Weapon Mod Bench location
Enter the largest house in Fencing Fields through the southwest corner. You’ll walk into a kitchen. Take a right, and then walk forward until there are bookcases on your left. Smash the bookcase to reveal a hidden stairway down to the vault.
Snooty Steppes (Peter Griffin) Weapon Mod Bench location
Go through the front door of the mansion and turn right. Just a little down the hall, there will be a stairway on your right. Take it down two flights and the hallway will lead you to another stairway that will take you to the vault.
