Sahasra Slope Skyview Tower sits in West Necluda, southeast of Central Hyrule and near Kakariko Village, around coordinates (1344, -1170, 0166). When you arrive, you meet Billson, who complains about being stuck outside and keeps talking about tasty mushrooms from a cave at the base of the hill. The mushroom talk is a red herring: it simply points you toward the Sahasra Slope cave entrances below the tower rather than starting a fetch quest. Head into the cave beneath the tower, break through the rock walls until you reach a small enclosed chamber under a boulder, then use Ascend to rise up into the tower interior instead of trying to force the front door.
The Sahasra Slope Skyview Tower location can be found north of West Necluda at the coordinates (1344, -1170, 0166), southeast of Hyrule Field, and close to Kakariko Village.

How to unlock Sahasra Slope Skyview Tower
To unlock Sahasra Slope Skyview Tower, head to the rocky hill in West Necluda and speak to the man outside who mentions Sahasra Slope Cave. Drop into the cave beneath the tower, break the cracked boulders with a hammer-type weapon or bombs, and follow the tunnel until you reach a small enclosed area directly under the tower; use the Ascend ability on the ceiling there to appear inside the Skyview Tower and then clear the sticks blocking the door.
Thankfully, the cave is right underneath the tower itself.

There are two possible entrances, and right off the bat, you’ll need to make your way through some stone walls. You can either Fuse a weapon with a boulder nearby, or use explosives like bomb flowers – it’s up to you.
Here’s the gist. Essentially, the cave has two main paths, which are led by each of the entrances. They both converge into a room with a few Horriblins, who can be tough to fight against in groups.
You can completely avoid that encounter if you want. The path you want to take is in the center of the enemies. If you take the entrance to the left of the cave, you’ll hear the Horriblins to your left – and if you break the walls a bit, you could alert them to your presence. The same goes for the other entrance, as you’re likely to hear them on your right.
The key here is to get in between both paths, where you’ll find a third one. If you’re struggling to find it, return to the entrance with the rocks, and smash them all until the third path reveals itself.

Then, head inside that room and use Ascend on the helpfully distinct rock surface on the ceiling, which is where the tower is placed.

This is right before the entrance to the final room with a Bubbulfrog inside, which is blocked by a boulder and two rocks on each side of it.

Once you’re inside the tower, you won’t be able to activate the device just yet. First, you need to take off the long sticks that are on each side of the door, which are blocking the door from sliding.
Once that’s settled, talk to Billson, and who will proceed to (finally!) repair the tower. Go ahead and activate it afterward, and you’ll be all set.

If you want to go back and fully explore the cave, bomb flowers will help you deal with the Horriblins, but you can also keep your distance and use Recall once they throw a boulder at you. Make sure to have the ability already selected, and keep the finger at the ready to press L, as the attack is quite fast.
Doing this will stun the Horriblin, which will fall to the ground, so you can whack them directly. You can also play with resistances and weaknesses here, if you have the right items – the light blue one is weak to fire, and the orange one is weak to frost.

Take all of them down, make sure to loot as always (one of the mine ores dropped a diamond for me here!), then prepare to do the aforementioned spelunking for that third path.

You can beat the Battle Talus near Sahasra Slope Tower by first clearing the riders with arrows, then stunning the Talus and using Ascend or climbing to reach and smash the ore deposit on top.
Basic strategy

Use a bow to snipe the Bokoblins riding on the wooden platforms first so they stop peppering you with arrows and weapons.

Keep moving in a wide circle to avoid the Talus’s thrown rocks; sprint sideways rather than backwards so you do not get pinned.
Reaching the weak point

Aim at the black ore deposit on top with arrows; hitting it deals big damage and can briefly stun the Talus so it drops down.

When it is stunned or when you are close, stand under the wooden platforms and use Ascend to pop up on top, then run straight to the ore deposit.
Dealing damage safely

Use a strong hammer/blunt weapon (or any weapon with a rock/boulder fused to it) and spam attacks on the ore deposit before the Talus shakes you off.

If your damage is low, jump off before it recovers to avoid being flung, then repeat: stun, Ascend, and hit the ore again.
