Later, you can find his physical form at Seluvis’s Rise, the southernmost tower in the Three Sisters region. To reach these locations, start from Carian Manor north of Liurnia, proceed through the manor, and cross the bridges leading to the Three Sisters towers. Seluvis’s Rise is southwest of Ranni’s Rise, and he will give you Seluvis’s Potion there to continue his questline.

Return to Seluvis in his tower and reveal to him that you’ve found his private chambers. Now that you’re an accomplice to his plot, or so he thinks, he’ll offer you a puppet of your own. If you don’t see your respective choice here, you may need to exhaust all of Seluvis’ dialogue options and pass some time at a grace before returning.
