To unlock Ms. Mowz in Paper Mario: The Thousand-Year Door, you must first complete Chapter 4. Afterward, visit the Trouble Center in Rogueport and accept the side quest called “Elusive Badge!” This quest leads you to meet Ms. Mowz on the rooftop of Zess T.’s house. She will ask you to retrieve the Attack FX B badge hidden in the room where you fought Hooktail in Hooktail Castle. Use Flurrie’s wind ability in the center of the room to reveal a hidden chest containing the badge. Return the badge to Ms. Mowz, and she will join your party as a partner.
