Xur is set up in the Tower Hangar from April 14 to 18, so spawn in at the Courtyard and head left into the Hangar, then take another left up the stairs to reach his usual catwalk. During this visit you can browse his rotating stock of Exotic armor for each class, a featured Exotic weapon, an Exotic Engram, and a spread of Legendary weapons and armor suited for both PvE and PvP builds. This is a good week to spend your Legendary Shards if you are chasing stat-rolled armor pieces or filling out missing Exotics, so make sure to stop by before the weekly reset removes his current inventory.

However, when compared to many of the other Warlock exotics out there – Crown of Tempests, Geomag Stabilizers, Chromatic Fire, etc. – there is almost no situation where this helmet is worth using.

Exotic Cipher quest requires completing the Monument to Lost Lights questline from Starhorse in the EDZ, then purchasing an Exotic Engram or Cipher from Xur with 200 Legendary Shards.
