‘The League’ quest walkthrough in Arc Raiders
Follow these steps to complete The League quest in Arc Raiders. Head to the marked outpost on your map and eliminate all hostile Raiders patrolling the area. Clear the perimeter, then interact with the League recruiter inside the main tent to accept their offer. Gather three supply crates scattered around the camp by scanning and loading them onto your vehicle. Return to the drop-off point without alerting reinforcements, and hand over the goods to finish the task and gain League reputation.
The two items you need to find for Apollo are a deflated football and a bicycle pump, and thankfully, you can easily tick them both off in one go in this quest as you’re not at the whim of the random loot mechanic like usual.
You also need to take a photograph of the goal by the water towers on Dam Battlegrounds, followed by the football magazines in any kiosk on Buried City. Here’s where you need to go.
Where to photograph the goal by the Water Towers on Dam Battlegrounds

First things first, you’ll need to head to the Water Towers on the map. You’ll find them in the south, in the Formicai Hills, and when you approach, you’ll spot a huge football-painted dome in the middle of the location. Next to that will be makeshift goalposts. Simply interact with the nearby prompt to take a photo.

Don’t leave the area yet though, because there’s good news. There are two interactable containers near the goal that will give you a guaranteed bicycle pump and deflated football. Look for the bicycle standing against the wall of one of the domes for the pump, followed by the metal container behind the goal for the football. If these aren’t available for any reason, you can also find these items by looting residential areas, such as Village on Blue Gate or Grandioso Apartments on Buried City.
Where to photograph the football magazines in any kiosk on Buried City

This one’s slightly trickier because kiosks on Buried City aren’t named, but there are quite a few of them. You’re looking for the small white sheds, often with shutters down, and if you can enter one of them, you can take a photo of the football magazines. The one in the photo above is outside Marano Station, just north of the Train Station Hatch.

Bicycle Pump – Buried City, near League kiosk
In Buried City, go to the newsstand / kiosk by the Mareno/Marano train station area (same general spot you use to photograph the football magazines). Behind or beside this kiosk there is a bicycle you can search, which very often gives a Bicycle Pump specifically for the League quest. -
Deflated Football – Dam Battlegrounds, Water Towers area
When you go to Dam Battlegrounds for the Water Towers goal photo, there is a lootable container/chest very close to the goal/ball statue that can be searched for a Deflated Football, intended to make the quest easier if you check it while you’re there.
These two spots are usually the quickest way to get both items if you do them while working on the photo objectives.
Fast farming if you missed the easy spawns
If you died or forgot to loot those:

Run Dam Battlegrounds, go to Water Towers, loot the chest/containers behind the goal for a quick Deflated Football chance while taking the photo.

Then run Buried City, head to the Mareno/Marano station kiosk:

Loot the bicycle beside/behind the kiosk for the Bicycle Pump.

If you still need a football, sweep the residential facades around Marano Park.

How to complete The League quest after finding items
Once you’ve got the Deflated Football and Bicycle Pump safely extracted, you just need to finish the remaining objectives (if any) and then turn everything in to Apollo.
1. Make sure your objectives are all checked
“The League” has four total tasks:

Photograph the goal by the Water Towers on Dam Battlegrounds.

Photograph the football magazines in the kiosk in Buried City.

Find and deliver a Deflated Football.

Find and deliver a Bicycle Pump.
Open your quest log on the ARC map screen and confirm that both photos are marked complete, and that the Football and Pump objectives show as collected/deliverable.
2. Store items and extract correctly

While you’re in a raid, put the Deflated Football and Bicycle Pump into your secure/safe container if possible so you don’t lose them on death.

Successfully extract from the raid; only then are the items counted as brought back to Speranza for the quest.
If you die before extracting and they weren’t in the safe container, you will need to re-loot them.
3. Turn in the quest to Apollo

Return to Speranza (the hub).

Go to Apollo, the NPC who gave you “The League” quest.

Interact with him and choose the quest turn-in option; the Deflated Football and Bicycle Pump are automatically handed over when you complete the objective.
A completion screen will pop, and you’ll receive your rewards (including the Faded Flush Aviator color and some grenades/firecrackers).
If your log shows all four steps done but Apollo won’t complete it, the usual fixes are: swap to another quest, re-select The League, then reload into Speranza, or do one more raid so the objective state refreshes before talking to him again.
