You need to finish the full “Unfinished Comedy” questline to do this, including the “Hereafter” quest. One real-life day later, this quest will appear in the Administrative Area of the Fortress of Meropide.

In order to do this quest, you need to complete the “Every Debt has a Creditor” quest above. Once you do, this quest will be available in the Production Zone Lower Level.

This quest also has the previous two quests (“Every Debt has a Creditor” and “Visible Hands”) as prerequisites. After completing those two quests, this quest will be available one real-life day after. To start the quest, run around the circle on Production Zone Upper Level towards the northwest and the quest will automatically activate as you approach some of the glowing blue devices.
