Rising through Rome’s social ranks isn’t just about building lavish estates – it’s about strategy, timing, and keeping your citizens content. Here’s how to secure your ascent to Tier 3 in Anno 117: Pax Romana before your rivals catch up.
How to reach new residential tiers in Anno 117: Pax Romana
To advance to new residential tiers in Anno 117: Pax Romana, satisfy all needs for tier 2 housing first, including food like garum or cheese, public services such as markets or grammatici, fashion items like pileus or torcs, and household goods from off-island resources such as resin or tin. Expand to a second island early by sending ships with timber and clay to set up a trading post and basic production for items like pottery or drinking horns, since your starting island lacks key fertilities. Check individual residence status to confirm fulfillment of one item per category, then upgrade Plebeians to Equites or Smiths to Aldermen once bars fill.
To unlock residential tier 1 in Anno 117: Pax Romana, all you need to do is place a single residential building, but to unlock residential tier 2, you must upgrade a tier 1 residence to tier 2. From residential tier 1 onward, the general process remains the same: Fulfill all residential needs for the current tier, and you may upgrade to the next.
To fulfill all tier 1 residential needs, you must provide enough food, public services, and fashion. You can click on a residential tier 1 building to view the progress. It’s not necessary to provide every good or service listed; you just need to fulfill the category. So, to reach tier 2 in Anno 117, providing sardines, tunics, and a marketplace would be enough. If you follow our guide on the best early Anno 117 city layout, you will reach this point soon enough.
Reaching residential tier 3 is where things truly get complex, as you may no longer rely on your first island alone. This time, you must provide food, services, fashion, and household items to satisfy your tier 2 residents and upgrade them to tier 3. Here’s an overview of every residential need and the best ways to meet your citizens’ demands on each Anno 117 map.
How to reach residential tier 3 in Latium in Anno 117
To reach residential tier 3 Equites in Latium, citizens need food from garum works supported by salt comber shacks, public services including a market or tavern plus grammaticus for knowledge, clothing via tunics or pilei, and household goods like pottery or olive oil pressed from resin or olives found on nearby islands. Send ships early to scout fertile islands, set up trading posts with timber and clay shipments to produce these items, and expand lavender fields for coverage. Once Plebeian tier 2 houses show full needs met, upgrade directly to Equites buildings.
To reach tier 3 on Anno 117‘s Latium map, it’s best to send out some ships to explore the map as soon as possible, so you can find the island fertilities needed to produce the household items. Also, be sure to have at least one clay pit, charcoal burner, and tiler, as you’ll need tiles to build most of the workplaces mentioned below.
- Food: Add enough fishing huts to ensure the first “food” need, sardines, is fulfilled. If you already have a high porridge production, that’s also fine. Since this already grants a decent population buff, add a garum production line next – it’s easier than bread. Start with one salt pond, one scomber’s shack, and one garum production, but since the latter is rather slow, you can ultimately work up to three garum production buildings (without needing extra resources).
- Public Service: Add either a market (more money) or a tavern (more happiness) and a grammaticus. The grammaticus has a lower maintenance cost than the sanctuary and provides knowledge, which means you can start researching technologies while you work toward residential tier 3.
- Fashion: Provide either tunics or pileus hats. Pileus might be the better option, not just because of the happiness bonus but because sheep production is very fast, making it easier to keep the pileus felter stocked. Next, you either need sandals or soap. Soap is highly recommended because it provides the best health bonus in the early-game, and you can use small lavender fields (as described in our Anno 117 beginner’s guide) to unlock extra happiness bonuses throughout your city. For one soap maker, you need one pig farm, one renderer, and one charcoal burner, but make sure to place every resource production building outside the town limits to avoid debuffs! Place at least two large lavender fields outside town and (optionally) five to six tiny ones throughout the city.
- Household: First, find an island with either resin or olive fertility. Be sure to load your ship with timber and clay, place a trading post on that island, and build a basic tier 2 town. As long as you have some Plebeian residents (tier 2) at your disposal, you can set up a resin tapper or olive grower – no need to fulfill any other tier 2 needs! Use a trade route to transport resin or olives to your original island, where you can build a potter or olive press to create the final household product.
To view an island’s fertility, click on it on the mini-map and hover over the fertility icons:

And that’s it! You can upgrade the residential tier 2 buildings (Plebeians) to tier 3 buildings (Equites).
How to reach residential tier 3 in Albion in Anno 117
To reach residential tier 3 (Aldermen) in Albion, supply tier 2 Smith residences with ample food such as eels or cockles, add public services like markets for extra income coverage, and provide tunics or cloaks for clothing needs. Household goods require tin, so scout nearby islands for tin fertility, ship in timber, wattle, and tiles to build a trading post and basic tier 2 outpost there, then set up a trade route to ship tin back for production at a horner workshop using one tin mine and one ox farm. Once all four categories-food, services, clothing, and household-are satisfied for your Smiths, upgrade them directly to Aldermen buildings.
To reach tier 3 on Anno 117‘s Albion map, you need to fulfill the same four “needs” as required on the Latium map, but the goods and services are different. Be sure to scout other islands for tin fertility early on, so you can produce household goods as soon as possible.
- Food: Produce enough eels or cockles. Cockles are best for a small town, as building them in close proximity to residential buildings offers a massive income bonus. Next, produce either cheese or beer. Cheese is far easier as you only need one ochs farm to supply two cheese producers.
- Public Service: Add either a market (more money) or bardic hearth (more happiness) and a fanum. Thanks to the 1 knowledge bonus, the fanum will allow you to start researching technologies.
- Fashion: Provide either tunics or reed shoes. Tunics might be easier as you don’t need marshland to obtain the resources (hemp). Next, produce either trousers or torcs. The torc production line takes up far less space and may therefore be preferable: Just add one copper mine and one charcoal burner, then place two or three wire-twisters in the city.
- Household: Unlike the Latium map, both tier 2 household items in Albion are linked to the same resource: tin. Find an island with tin fertility, place a trading post, and set up a basic tier 2 town (be sure to bring timber, wattle, and tiles on the ship). Use a trade route to ship the tin to your original island, and build a horner here. You can go for the ceremonial shields, too, but they’re far more complex than drinking horns, so it’s best to start with the latter. One tin mine and one ochs farm are enough to supply at least one horner.
Which resources are required to unlock Tier 3 residents
Tier 3 residents in Anno 117: Pax Romana, such as Equites (Latium) or Aldermen (Albion), unlock by satisfying all tier 2 needs across food, public services, fashion, and household goods in at least one residence. These requirements demand specific resources, often sourced from a second island due to limited starting fertility.
Latium Resources
-
Food: Sardines/porridge (fishing huts/mills) plus garum (salt pans, combers, garum works).
-
Services: Market/tavern + grammaticus.
-
Fashion: Tunics/pileus (sheep farms, weavers/felters) + sandals/soap (leather tanners or pig farms, renderers, lavender fields, charcoal burners).
-
Household: Pottery (clay pits, potters) or olive oil (resin/olive islands via trading post, tappers/growers, presses).
Albion Resources
-
Food: Eels/cockles (fishing) plus cheese/beer (ox farms to cheese makers or barley to breweries).
-
Services: Market/bardic hearth + fanum.
-
Fashion: Tunics/reed caps (linen or reed) + trousers/torcs (hemp weavers or copper mines, burners, wire-twisters).
-
Household: Drinking horns (tin islands via trading post, mines, ox farms, horners).
Key Production Notes
Establish trade routes early for off-island resources like resin/olives (Latium) or tin (Albion), using ships loaded with timber/clay. Place polluting facilities (renderers, burners) outside town limits to avoid penalties.
List Tier 2 household goods needed for Tier 3 unlock
Tier 2 household goods are a key requirement for unlocking Tier 3 residents in Anno 117: Pax Romana, as they must be supplied alongside other needs like food, services, and fashion. Satisfying this category for tier 2 villas or halls allows progression to Equites (Latium) or Aldermen (Albion).
Latium Household Goods
Pottery serves as the primary tier 2 household good, produced from clay via pits and potters. Alternatively, olive oil works if resin or olive fertility is available from a second island, using tappers/growers and presses.
Albion Household Goods
Drinking horns fulfill the tier 2 household need, requiring tin mined from a second island, plus ox farms and horners for production.
Production Tips
Compact these chains near residences and ensure steady trade routes for off-island resources to maintain supply without shortages.
